Bowhunting Skagit

I live on Whidbey Island and am looking for a place to bowhunt Elk in 4941.  Normally I rifle hunt in 329.  However this year I cant because my wife is pregnant with twins and I don't want to be 4 hours away from home in the case she goes into Labor.  I have read on here that the suggestion is to not bother with Skagit because of the majority of private land so if its not possible then I might just have to skip hunting this year.  Figured I'd give this a try first.  Thanks

I think this is the thread you are talking about. It is essentially true, it is a damage control hunt and if you don't own land or are related to the land owner then odds are not so good.
